Augusta getting too easy? Course to get major overhaul

Taliban: Afghan surge will mean more US fatalities

President Barack Obama's plan to send 30,000 new U.S. troops to Afghanistan will only lead to more American casualties, the Taliban vowed.

Beijing dismisses China spy ring report as "lies"

China on Tuesday dismissed a research report outlining an extensive China-based computer spy ring as lies intended to stoke anxiety over Beijing's growing influence in world affairs.

In the government's first reaction to the report by Canadian researchers, Foreign Ministry spokesman Qin Gang said the conclusions were symptoms of a "Cold War virus" that causes people overseas to "occasionally be overcome by China-threat seizures."

Melamine already in global food chain: experts

First, it was baby milk formula. Then, dairy-based products from yogurt to chocolate.

Now, chicken eggs have been contaminated with melamine, and an admission by state-run media that the industrial chemical is regularly added to animal feed in China is fueling fears the problem could be more widespread, affecting fish, meat and who knows what else.

Peter Dingle, a toxicity expert at Murdoch University in Perth, Australia, said, however, that aside from the tainted baby formula that killed at least four Chinese infants and left 54,000 children hospitalized just over a month ago, it is unlikely that humans will get sick from melamine.

The amount of the chemical in a few servings of bacon, for instance, would simply be too low, he said.

But Dingle and others said China should have cracked down sooner on feed companies that have boosted their earnings by fortifying their products with the chemical, which is normally used in the manufacture of plastic and fertilizers.

Rich in nitrogen, melamine gives low-quality food and feed artificially high protein readings.

"Traders can make a lot of profit by doing it," said Jason Yan, the U.S. Grains Council's technical director in Beijing.

Extremely high levels of melamine _ as found in the Chinese baby formula _ can cause kidney stones and in extreme cases can bring on life-threatening kidney failure.

But while scientists say it's not dangerous to ingest small amounts, they cannot be definitive because there have been no tests on melamine's effects in humans. Until the contaminated baby formula became public in September, there was never any reason to.

That leaves consumers worldwide, particularly parents, worried about food products from China and even those made elsewhere with ingredients imported from Chinese companies.

Among those not taking any chances is Pranee Suankaew, a homemaker in Bangkok, Thailand.

"Let's go, let's go," the 37-year-old mother said as she tugged her 4-year-old away from the candy aisle where he eagerly eyed a bag of M&Ms. "We're getting you fruit and a lollipop. There's no milk in that."

She said she usually gives in to avoid tantrums. "But this time, I told him, no, no, no."

Experts say melamine sometimes accidentally leaches into the food supply in low levels, from things like plastic dinnerware. It can also seep in from some pesticides and fertilizers.

But in China, it's become clear that the chemical is deliberately added.

The baby formula set off a global recall of foods made with Chinese dairy products and sparked raids in supermarkets across Asia. Twelve truckloads of candy, yogurt and other dairy-based goods were burned in Indonesia's capital, Jakarta, just this week.

In light of state media reports Wednesday on the widespread use of the chemical in animal feed, health experts say the government clearly knew melamine was being added for more than a year, since contaminated dog food made it to markets in North America, but authorities didn't crack down on producers as promised.

With the scandal escalating, Chinese leaders are now desperate to clean up the country's image, making dozens of arrests in recent weeks and firing local and even high-level officials for negligence.

John Chapple, a Singapore-based adviser to Sinoanalytica, a food analysis laboratory in the Chinese city of Qingdao, said the decision to allow state media to report on the years of melamine use seems to show the government is ready to be more active in dealing with food safety.

"However, one is not going to change a hierarchical government system overnight," he added. "It is usually going to be slow to start to react to a crisis, but quick to finally nail it."

Though China has vowed to boost inspections for melamine contamination, it will be difficult to monitor the countless small, illegally operating manufacturers found across the country, other experts said.

"It could take five or even 10 years" before some companies stop adding the chemical to food products, said Yan, of the U.S. Grains Council.

Radio reporter killed outside his home in Honduras

TEGUCIGALPA, Honduras (AP) — A radio reporter has been gunned down outside his home in Honduras, the 10th journalist killed in the Central American country this year.

Police say Henry Suazo was killed Tuesday as he left his home in the coastal town of La Masica.

The 38-year-old reporter worked for HRN radio and Cablevision del Atlantico television.

A police statement said nobody has been arrested and the motive is unknown.

Honduras is one of Latin America's most violent countries, and the bloodshed has many roots, including political tensions, drug trafficking and street gang wars.

The Inter American Press Association and the Committee to Protect Journalists have called Honduras one of the most dangerous countries for journalists.

Rugby legend backs wood fuel campaign

RUGBY legend JPR Williams is calling on householders inCarmarthen to help Wales become a low carbon nation by making thechange to wood fuel, a cleaner, greener and more efficient way ofheating the home.

The former WRU and British Lions star, who has been using a woodburning stove to heat his home in the Vale of Glamorgan for the pastnine years, is backing a new campaign by Woodfuel Wales, the WelshGovernment-funded body which represents all sectors of the Welshwood fuel industry.

The campaign is encouraging householders across Wales to considerusing wood as a form of biomass fuel to heat the home, in line withthe Welsh Government's 2020 target of reducing greenhouse gasemissions by at least 40 per cent compared to the 1990 level.

The call by JPR Williams comes as Wales gears up for the start ofthe muchanticipated Six Nations tournament at the weekend.

The former captain is appealing for people to focus on supportingthe nation's future as well as its team.

LONG A STAPLE OF THE MEXICAN DIET, JICAMA IS A LOW-CALORIE ROOT VEGETABLE WITH AN APPLE-LIKE TEXTURE AND CRISP, LIGHT CRUNCH

Want to add some variety to your diet? Consider this unique and little-known root vegetable from south of the border for its crunchy sweetness and nutritional versatility.

Jicama (pronounced hee-ka-ma) is the root of a perennial legume whose vine may grow to 20 feet or more. The exterior of this globe-shaped tuber is parchment brown, concealing the crisp white flesh within. Once a seasonal winter item, jicama is now available pretty much year-round. Grown mostly in Mexico and South America, you can find them in the produce section of many markets.

JICAMA NUTRITION

Jicama is a nearly perfect food for healthful eating-low in calories, fat free, nutritious and satisfying. They are an amazing source of vitamin C-just a cup provides 40 percent of the daily minimum requirement. They also provide a generous helping of folic acid, a water-soluble B vitamin that is necessary for the production and maintenance of new cells-especially important during pregnancy.

And their high-fiber content has recently been found to have an additional benefit: Along with members of the onion family, jicama contains a group of fibers known as fructans, and specifically inulin. Researchers at the University of Bern in Switzerland recently linked consumption of this component to preservation of bone mass in laboratory animals, due to improved calcium absorption, thus providing a guard against osteoporosis.

BUYING JICAMA

Choose roots that feel heavy and dense in the hand, with smooth unblemished skin. The best weight is 1-2 pounds; jicama larger than that may have a coarser texture and less-sweet flavor. They can be stored in the fridge in a plastic bag for up to two weeks.

To prepare, cut off the outer brown layer, including the fibrous white layer just under the skin. You can then cut the flesh into strips and wedges for use. If not serving right away, briefly dunk the pieces in water with a squeeze of lemon in it, to keep the jicama from browning.

ENJOYING JICAMA

Jicama makes an ideal between-meal snack-just squeeze lime juice on cut-up jicama strips, add a shake of cayenne, and you have a traditional Mexican treat (add cucumber slices for a fresh twist). At your next party, serve jicama wedges with your favorite yogurt dip or fresh hummus, Or for a surprising change of pace, toss some cubed jicama into your next stir-fry instead of water chestnuts for a light but tasty addition to the meal.

Jicama & Shrimp Citrus Salad

Serves 4-6

1 lb. cooked medium shrimp

1 medium jicama, peeled and cut into matchsticks

2 cups seedless tangerine segments (about 6-8 tangerines)

� cup cilantro leaves, plus a few sprigs for garnish (mint or parsley can be substituted)

2 Tbs. fresh lime juice

2 Tbs. avocado oil

� tsp. minced fresh jalape�o (optional) Kosher salt to taste

4 cups watercress leaves

1. Combine all ingredients except watercess in a large bowl, and toss gently. Refrigerate 30 minutes.

2. Divide watercress leaves among salad plates, and top with jicama-shrimp mix. Garnish with cilantro sprigs, and serve with a crusty wholegrain bread.

8.8-magnitude earthquake hits central Chile

A massive 8.8-magnitude earthquake struck Chile early Saturday, killing at least 78 people, collapsing buildings and setting off a tsunami.

Chilean TV showed devastating images from the country's second city of Concepcion of collapsed homes, a large building completely engulfed in flames and injured people lying in the streets or on stretchers. It said the earthquake destroyed many roads, making it impossible for vehicles to get through, and there was no electricity or water.

Tsunami warnings were issued over a wide area, including South America, Hawaii, Australia and New Zealand, Japan, the Philippines, Russia and many Pacific islands.

A huge wave reached a populated area in the Robinson Crusoe Islands, 410 miles (660 kilometers) off the Chilean coast, said President Michele Bachelet. There were no immediate reports of major damage there, she added.

Bachelet said the death toll was at 78 and rising, but officials had no information on the number of people injured. She declared a "state of catastrophe" in central Chile.

"We have had a huge earthquake, with some aftershocks," Bachelet said from an emergency response center. She urged Chileans not to panic.

"Despite this, the system is functioning. People should remain calm. We're doing everything we can with all the forces we have. Any information we will share immediately," she said.

Powerful aftershocks rattled Chile's coast _ 19 of them magnitude 5 or greater and one reaching magnitude 6.9 _ the U.S. Geological Survey reported.

Bachelet urged people to avoid traveling, since traffic lights are down, to avoid causing more fatalities.

In the capital, Santiago airport was shut down and will remain closed for at least the next 24 hours, airport director Eduardo del Canto said. The passenger terminal has suffered major damage, he told Chilean television in a telephone interview. TV images show smashed windows, partially collapsed ceilings and pedestrian walkways destroyed.

In Concepcion, nurses and residents pushed some of the injured through the streets on stretchers. Others walked around in a daze wrapped in blankets, some carrying infants in their arms.

Residents were rummaging through rubble in the coastal city of Santo Domingo, in the region of Valparaiso. One resident said 40 buildings had collapsed but that he didn't believe there were any deaths.

The quake hit 200 miles (325 kilometers) southwest of Santiago, at a depth of 22 miles (35 kilometers) at 3:34 a.m. (0634 GMT; 1:34 a.m. EST), the U.S. Geological Survey reported.

The epicenter was just 70 miles (115 kilometers) from Concepcion, where more than 200,000 people live along the Bio Bio river, and 60 miles (95 kilometers) from the ski town of Chillan, a gateway to Andean ski resorts that was destroyed in a 1939 earthquake.

Marco Vidal _ a program director for Grand Circle Travel who was traveling with a group of 34 Americans _ was on the 19th floor of the Crown Plaza Santiago hotel when the quake struck.

"All the things start to fall. The lamps, everything, was going on the floor. And it was moving like from south to north, oscillated. I felt terrified," he said.

Cynthia Iocono, from Linwood, Pennsylvania, said she first thought the quake was a train.

"But then I thought, oh, there's no train here. And then the lamps flew off the dresser and my TV flew off onto the floor and crashed."

"It was scary, but there really wasn't any panic. Everybody kind of stayed orderly and looked after one another," Iocono said.

In Santiago, modern buildings are built to withstand earthquakes, but many older ones were heavily damaged, including the Nuestra Senora de la Providencia church, whose bell tower collapsed. An apartment building's two-level parking lot also flattened onto the ground floor, smashing about 50 cars whose alarms and horns rang incessantly. A bridge just outside the capital also collapsed, and at least one car flipped upside down.

In the coastal city of Vina del Mar, the earthquake struck just as people were leaving a disco, Julio Alvarez told Radio Cooperativa in Santiago. "It was very bad, people were screaming, some people were running, others appeared paralyzed. I was one of them."

Bachelet said she was declaring a "state of catastrophe" in three central regions of the country, and that while emergency responders were waiting for first light to get details, it was evident that damage was extensive.

She said Chile has not asked for assistance from other countries.

Several hospitals have been evacuated due to earthquake damage, she said, and communications with the city of Concepcion remained down. She planned to tour the effected region as quickly as possible to get a better idea of the damage.

The Pacific Tsunami Warning Center called for "urgent action to protect lives and property" in Hawaii, which is among 53 nations and territories subject to tsunami warnings.

"Sea level readings indicate a tsunami was generated. It may have been destructive along coasts near the earthquake epicenter and could also be a threat to more distant coasts," the warning center said. It did not expect a tsunami along the west of the U.S. or Canada but was continuing to monitor the situation.

The largest earthquake ever recorded struck the same area of Chile on May 22, 1960. The magnitude-9.5 quake killed 1,655 people and left 2 million homeless. The tsunami that it caused killed people in Hawaii, Japan and the Philippines and caused damage to the west coast of the United States.

After being closed Monday for Canadian Thanksgiving, the S&P/TSX composite index ran ahead 1,428.86 points Tuesday to 10,494.02 as investors snapped up beaten-down bank shares, and energy stocks got a lift from a big comeback in oil prices.

Sharply higher crude prices and a weaker American currency sent the Canadian dollar up 2.75 US cents to 87.4 US cents after dropping 2.6 US cents last Friday.

Sandusky interview surprised even NBC's Bob Costas

NEW YORK (AP) — Even Bob Costas is surprised that former assistant Penn State football coach Jerry Sandusky spoke to him about child sex-abuse allegations.

Costas said Tuesday on MSNBC's "Morning Joe" that he was about to speak to Sandusky's lawyer the previous evening. Just before it was to start, the lawyer offered up Sandusky on the telephone — and about 15 minutes later, Costas was interviewing the former coach.

It came together so swiftly that NBC raced to get the word out about the interview. The network posted Sandusky's words on Twitter even before the interview with Costas ended.

Monday night was a remarkable evening of news-making interviews on broadcast TV, with the Sandusky interview airing directly opposite ABC's interview with brain-damaged Congresswoman Gabrielle Giffords.

Godbold Leads Sooners Over Hawks

The Oklahoma Sooners celebrated their return to the postseason with a gutsy win, thanks to an improbable hero.

David Godbold scored a career-high 25 points, including the Sooners' first 11 of the second half, and they survived a late rally for a 72-64 win over Saint Joseph's on Friday night in the first round of the NCAA tournament.

Godbold and the Sooners (23-11), who had a 25-year postseason streak end last season, built a 19-point lead and watched most of it dissipate against a Hawks team eager to prove it belonged.

Godbold, who was averaging just 6.9 points a game, buried a trio of 3-pointers in the first 3 minutes of the second half to push Oklahoma ahead by 19 points. His third punctuated a 25-6 run that began with a tie game late in the first half, forcing Saint Joseph's (21-13) to call a timeout. Godbold calmly headed toward the bench while teammates surged toward him.

The Hawks, playing in their first NCAA tournament game since advancing to the regional final as a No. 1 seed four years ago, scored 10 straight points and twice pulled to within four points.

Garrett Williamson's putback for the Hawks made it 65-61 with 3:31 to play. Quiet most of the game, Oklahoma's star freshman Blake Griffin scored back-to-back baskets inside to double the lead with just over 2 minutes left.

The Hawks managed just four free throws after that.

Godbold, a part-time starter, had 18 second-half points and made 5-of-8 3-pointers. He also defended Saint Joseph's leading scorer, Pat Calathes, who was held to six points, 12 below his average.

Longar Longar had 14 points for the Sooners, who shot 57 percent. Griffin finished with 12 on 6-of-7 shooting but grabbed a modest four rebounds, six fewer than his average.

Austin Johnson added 10 points and five assists.

Rob Ferguson helped keep Saint Joseph's in the game with 21 points, making 9-of-12 shots and half his team's six 3-pointers. Ahmad Nivins had 14 points and Darrin Govens 12. Calathes made just 2-of-11 shots and had few open looks at the basket in his final college game.

Guard Tasheed Carr, the only Saint Joseph's regular with NCAA experience, fouled out with 5:25 left. He played in the tournament as a freshman at Iowa State.

The Sooners were able to brush off a 28-point humbling by Texas in the Big 12 tournament along with every Hawks comeback attempt.

Oklahoma has shown up well in tourney time, making the Final Four in 2002 and falling one game short the following season. No other Division I team has advanced to the postseason in 26 of the past 27 years.

Saint Joseph's had polished its NCAA resume with two wins over Xavier, a No. 3 West seed, in a nine-day span at season's end to earn an at-large bid.

"It is best that we cannibalise ourselves than have someone elsecannibalise us," is a powerful statement. Especially, when it comesfrom Sophie Vandebroek, Chief Technology Officer of Xerox Corp., whois referring to the delicate balance that global companies have tomaintain while serving bipolar needs of developed and developingmarkets as wide ranging as the US and Uganda.

Vandebroek should know. She heads what is arguably the crucibleof innovation in computing and personal electronics-Palo AltoResearch Center. PARC, as it is called in short, gave the worldlaser printers, LCD (liquid crystal display) and optical disktechnologies, and the graphical user interface in computers (towhich Apple and Microsoft owe their fortunes in no small measure).

Xerox is betting that similar, big innovations in products andsolutions will come from Chennai, some 14,000 km away from PARC'sSilicon Valley home. Mid-March, it opened what it calls itsinnovation hub in Chennai, adding to the prowess of some 500scientists at three other centres all located in the developedworld: US, Canada and France.

The $22-billion printing and document management company is alate entrant into what business researchers and top global CEOs likeJeffrey Immelt of General Electric are calling "reverse innovation".There are variants to the theme bandied around in boardrooms andbusiness schools- some call the trend "polycentric innovation", forinstance-but in a nutshell, it is about innovating products andsolutions primarily in emerging markets with an aim to serve bothdeveloping and developed nations.

Reverse innovation as a concept would have been fictive as recentas the beginning of this decade. Historically, the multinationalinnovated in cloistered research and development (R&D) centrestypically located in the US, Europe or Japan and sent products-withminor tweaks-to markets as varied as India and Ethiopia. Suchproducts, mostly, found takers among the middle class and rich or,in rare instances like personal care products, even the poor.

"R&D stayed at home as late as the end of the 20th century," saysJaideep Prabhu, Nehru Professor of Indian Business and Enterprise atthe Judge School of Business, Cambridge University. "In the firstphase (of innovation shifting away from the developed world), thedriver was talent in countries such as India. Now, the driver is thelocal market."

For multinational corporations chasing growth, India presents asweet intersection of low-priced talent and a mass market-making forthe new innovation destination in the world. Academic VijayGovindarajan thinks the other change that has come about is thegrowing share- roughly half-of poor and developing countries in theglobal economy. "It is not possible anymore to satisfy the Indianmass market with a product developed for the American mass marketconsidering their vastly different per capita income.

The only way MNCS can capture opportunities in India is to engagein breakthrough innovation," says Govindarajan, the Earl C. Daum1924 Professor of International Business, Tuck School of Business atDartmouth, US. Govindarajan, who was the first to write aboutreverse innovation along with Immelt and fellow Tuck Schoolprofessor Chris Trimble last year, has an ominous prediction forthose who don't see this writing on the wall: if MNCs fail to act,local Indian companies will innovate and disrupt their rich, homemarkets.

This almost happened to Deere & Company, the world's #1 maker oftractors (sold under the John Deere brand) by revenues. While itsR&D facility in Pune had developed a nofrills tractor model forIndia, it never thought of selling it in the US, a market thatpredominantly buys tractors powered by engines upward of 80hp andthose that come with air conditioned cabins, global positioningsystems and other developed-market add-ons.

"The emergence of frugalmindset among consumers in developed markets and increasing demandfor 'value for money' products is accelerating the drive for reverseinnovation," points out Navi Radjou, Prabhu's colleague andExecutive Director, Centre for India & Global Business at JudgeBusiness School.

Carlos Ghosn, Chairman and CEO of the Renault-Nissan Alliance,recently related the story of his company's India experience on anengineering solution. A team each in France, Japan and India workedon identical specifications (for a problem Ghosn declined to detail)and produced solutions that were all on a par in quality. Thedifference, Ghosh told reporters in Chennai elaborating on India's"frugal engineering" DNA, was that the Indian solution cost one-fifth what the French and Japanese engineers came up with.

The trend extends into processes, brands, consumer insights andeven business models, adds Radjou, who believes the results will becomparable to the impact the Internet had on businesses. Example: AtCisco, whose focus is on education with a solution that costs lessthan Rs 50 a month for each student, Chairman and CEO John Chamberssays Sunil Mittal, Chairman, Bharti Airtel, told him about the needto "think differently for mass and volume".

Mittal's mobile phone services company is the leader in a marketwhere tariffs, as low as 30 paise a minute, are the lowest in theworld. "It has taken me a couple of years to understand the economicefficiency of that. Now, I have got the concept, now I have to learnhow to reverse it and bring it to the US, Europe or Japan," Chamberstold BT in April. Elsewhere, PepsiCo is transferring knowhow it gotin India on reducing water consumption to other locations. Itbrought down water required to produce a litre of beverage from 7.3litres in 2001 to just 2.4 litres in 2009 through processefficiencies.

India's diversity offers many lessons, too. Renault chose to setup a design studio in Mumbai not just to design cars for India butalso tap into trends that are unique to the country. "Indians wantto stand out in a crowd. That explains why there are so manydifferent colours in the interior of a car," says Jean-PhilippeSalar, Studio Chief Designer, Renault Design India. Over the lastfew years, the studio has gained such an expertise that it has beengiven the exclusive responsibility to do the colour and trim ofRenault's global concept car that is to be unveiled in 2011.

What's in it all for Indian companies? Knowledge of the localmarket, economies of distribution and an obsessive bent of mind topare costs make them the best positioned to ride the reverseinnovation wave. Tata Motors' Nano is the most visible example ofthis. There are others, too. ICICI Bank has set up a globalinnovation team that transplants ideas from one region to othermarkets.

For instance, it introduced a biometric smart card in Indiataking a cue from a similar deployment in South Africa. It alsoworked with the Indian Institute of Technology, Madras to transformfingerprinting technology on to biometric-enabled ATMs fordeployment in rural areas.

Tech services vendor Tata Consultancy Services, too, taps intoR&D capabilities available in places such as Silicon Valley toincorporate into branded solutions for various clients. At Suzlon,while some engineering work is done out of its India factories, mostof the high-end innovation including wind energy managementsolutions are carried out of its labs in Germany and TheNetherlands.

Still, the big hurdle before the Indians will be the lack ofscale to take advantage of reverse innovation and go global, saysRadjou. His solution: polycentric innovation. "Indian companiesshould innovate through partnerships. That way, the limitations ofscale can be overcome and companies can specialise around theirareas of strength," he suggests, pointing to how Procter & Gamblealready has more than half its products having R&D elements (thecompany calls it connect and develop, or C&D) from external sourcesand Nokia has partnered Reuters for data such as market prices andweather reports. Scale could be yet another challenge for Indianfirms to crack through innovation.

SCHENECTADY - The city of Schenectady is going to battle the bulge by hiring a coach to help the police stay in shape.

Police often work overnight shifts, lengthy stretches of overtime, spend time cooped up in squad cars and then forgo exercise for rest at the end of a shift. Those are all factors that can lead to weight gain.

Assistant Chief Mark Chaires wants to combat that problem by offering what are called wellness coaches for free to the department's sworn and unsworn personnel.

Jet makes emergency foam landing at German airport

A passenger jet made an emergency landing Monday on a protective layer of foam at Germany's Stuttgart airport after having problems with its landing gear.

One passenger was lightly injured and a stewardess was taken to a hospital for observation, said Contact Air, which operated the flight. It said that all the passengers were able to leave the plan via its emergency slides.

The plane was flying in from Berlin's Tegel airport with 73 passengers and five crew members on board, airline manager Manfred Gaertner said.

Chrysler pulls Big 3 to strong '96 profit as strikes hurt GM.(Brief Article)

Strikes at General Motors in 1996 headed a long list of industry "special events" that derailed what could have been a near-record year for Big 3 profits.

Work stoppages cost GM $1.2 billion in 1996 net income - roughly half the profit it would have made in North America without the strikes. More than half that amount occurred in the fourth quarter, pushing GM's North American Operations $124 million into the red.

Summing up 1996:

* Instead of beating record profits set in 1995, GM net income fell 17.2 percent to $4.96 billion for the year, 51 percent in the fourth quarter. Besides the downturn at NAO, earnings on international auto operations also slid for the year and the final quarter.

The June 7 spinoff of EDS was another major "special event" in 1996. The move added $500 million to GM's $17 billion pile of cash. GM increased its dividend last week and announced a stock buy-back program.

Judge grants bond for Texan exonerated for rape

A Houston man who's spent the last 27 years imprisoned for a rape he didn't commit got one step closer to freedom on Friday.

During a court hearing, a judge granted Michael Anthony Green a personal bond that will let him walk out of jail.

Green's pending release was made possible after the Harris County District Attorney's Office reopened his case and new DNA tests it commissioned showed he did not commit a 1983 rape of a woman who had been abducted.
